The International Monetary Fund (IMF) is preparing a series of loans to both Hungary and Ukraine as financial problems are hitting the two countries. Hungary has already received a €5 billion credit line from the European Central Bank (ECB). Ukraine is seeking a loan of up to US$14 billion.
Dominique Strauss-Kahn says the IMF is prepared to give loans to Hungary and Ukraine if needed.
The credit line to Hungary will be used to cover banks’ shortage of euros. Hungary has a severe debt problem with them posting an account deficit of €5.3 billion or 4.9% of GDP this year. As a result of this, Hungary is unable to find suitable credit to store up its supply of euros.
“We are in close dialogue with the Hungarian authorities and the EU to discuss further responses to the current challenges, including possible technical and financial support by the IMF”, said Dominique Strauss-Kahn, Managing Director of the IMF. “I have informed the authorities that the IMF stands ready to assist their efforts. We will provide technical assistance as needed and, in the context of a supportive policy setting, are ready to undertake [decisions] on possible financial assistance, responding rapidly.”
Ukraine’s Finance Minister Viktor Pynzenyk met with an IMF team on Thursday. In a statement, Pynzenyk said “the parties discussed a situation of influence the world financial crisis had on the economy of Ukraine.” It is not yet known how much the IMF is expected to lend to Ukraine but it is expected to be between $3 billion to $14 billion. It is also not known what type of conditions might be placed on the loan.
In addition to financial uncertainty, Ukraine is suffering from political turmoil with the current President, Viktor Yushchenko, calling a snap parliamentary election for December. The Prime Minister, Yulia Tymoshenko, has made moves to stop the election. Ukraine’s yearly trade deficit has increased by almost $7 billion since last year.
The credit line by the European Central Bank is the first time publicly that it has extended help to countries other than the 15 that make up the Eurozone.
According to Reuters, Hungary might be able to start the process of joining the euro quicker then expected. Currently, Hungary is on track to join the euro in 2011 or 2012, but if sped up, it is possible it could join as early as 2010. This might protect Hungary from further financial problems.

Queen Elizabeth II formally reopened Parliament on Wednesday and announced the legislative agenda of the UK government for the final year of the Coalition’s five year term. New measures introduced covered crime, the economy, energy and house building.

The next year of legislative changes would, the speech claimed, “deliver on [the government’s] long-term plan to build a stronger economy and a fairer society”. On economics, it promised the government would continue to lower taxes, produce an updated Charter for Budget Responsibility to “ensure that future governments spend taxpayers’ money responsibly”, and continue reduction of the deficit.
On employment law, the Queen’s Speech announced reduction in employment tribunal delays and plans to try and “improve the fairness of contracts for low paid workers” — a response to “zero-hours” contracts. The Institute of Directors support reforms to zero-hours contracts, specifically by removing “exclusivity” clauses. The speech also announced the introduction of a “collective pension” system similar to schemes in use in the Netherlands.
The government is also to increase penalties on companies that do not pay employees minimum wage, and reform National Insurance contributions by self-employed people. The government also plans to extend the ISA and Premium Bond savings schemes and abolish the 10% tax rate on savings. The speech also promised more house building, and also to introduce legislation to reduce the use of plastic bags.
The speech announced the government would seek to pass a new Serious Crime Bill “to tackle child neglect, disrupt serious organised crime and strengthen powers to seize the proceeds of crime”. Another bill will be introduced to deal with modern slavery and human trafficking and to support victims of these offences. The speech also said the government “will lead efforts to prevent sexual violence in conflict worldwide”.
The Serious Crime Bill would also include an increase in the sentence for those who bring about “cyberattacks which result in loss of life, serious illness or injury or serious damage to national security, or a significant risk thereof”. Under the Computer Misuse Act 1990, these are currently subject to a ten year prison sentence, but the punishment would now risk imprisonment for life. Punishment for cyberattacks that cause “a significant risk of severe economic or environmental damage or social disruption” would increase from the current ten year maximum tariff to fourteen years.
Jim Killock from the Open Rights Group said existing laws already allow effective prosecution of those engaging in cyberattacks.
The speech also announced legislation would be introduced “to provide that where a person acts heroically, responsibly or for the benefit of others, this will be taken into account by the courts”.
Constituents would be able to “recall” an MP who had been found guilty of misconduct under a proposed law that will be debated. The Conservative MP Zac Goldsmith described the current plans as “meaningless” and said voters had been “duped”. The Bill would force a by-election if 10% of voters signed a petition within eight weeks, but only if a Commons committee had decided the MP could be recalled. This latter requirement will make it “impossible to recall anyone” according to Goldsmith.
Business minister Michael Fallon defended the recall proposals: “we have to protect MPs from being recalled by people who just disagree with them[…] What you have to ensure is an MP can’t be hounded out just because people disagree with them back in their constituency.”
Deputy Prime Minister Nick Clegg said he agreed with Goldsmith the bill was not perfect, and he wanted “a radical California-style recall” system, but he had settled for a “modest” bill to satisfy “Conservative Party resistance”. Goldsmith claimed Clegg had been “the architect of the current Recall Bill”.
Tim Aker, head of policy for the UK Independence Party, said: “The decision to only offer recall voting on a signed-off-by-Parliament-basis reflects a political class that does not know, does not trust and certainly does not represent its people.”

The speech included measures to make it easier for businesses to engage in hydraulic fracturing (“fracking”) of shale gas. The Institute of Directors said laws “must be updated if the UK is to enjoy the benefits of our shale potential”, specifically by scrapping laws on trespass to allow the gas extraction to occur. The British Chamber of Commerce also support such a reform: “While fracking may be unpalatable to some, it is absolutely essential, and business will support legislative measures to exploit Britain’s shale gas deposits”. Activists from Greenpeace fenced off Prime Minister David Cameron’s home in Oxfordshire with a sign reading “We apologise for any inconvenience while we frack under your home”, and delivered a £50 cheque — identified as the maximum compensation suggested for property owners.
Simon Clydedale from Greenpeace UK said of the fracking proposals: “The prime minister is about to auction off over half of Britain to the frackers, including national parks and areas of outstanding natural beauty like the Cotswolds. Fracking won’t deliver energy on a meaningful scale for years, if ever, by which time we’ll need to have moved away from dirty fossil fuels and towards high-tech clean power if we’re to head off dangerous climate change.”
Caroline Lucas, Green Party MP, spoke in opposition to the fracking proposals after the Queen’s Speech: “Not only does this bill defy public opinion, it denies people a voice. To allow fracking companies to drill under people’s homes and land without their permission is to ignore public interest in pursuit of the vested interests of a few.” A poll conducted by YouGov found 74% of respondents opposed the plans.
Following the Queen’s Speech, politicians from all parties debated the direction of the government in the year ahead.
Prime Minister David Cameron said that the Queen’s Speech showcased “a packed programme of a busy and radical government”, whose “long-term economic plan is working but there is much, much more to do”, and it would “take the rest of this Parliament and the next to finish the task of turning our country around”.
Labour leader Ed Miliband said: “We would have a Queen’s Speech with legislation which would make work pay, reform our banks, freeze energy bills and build homes again in Britain. A Queen’s Speech which signals a new direction for Britain, not one which offers more of the same.”
Cameron described Miliband as having a “rag bag, pick-and-mix selection of statist Seventies ideas [… a] revival of Michael Foot’s policies paid for by Len McCluskey’s money” — a reference to controversies surrounding the substantial funding Labour gets from trade union Unite.
Liberal Democrat president Tim Farron said of the Queen’s Speech: “I suspect the pensions proposals will be around for a generation or more and will be remembered. It’s about making sure they are fairer, cheaper, more secure, more reliable and potentially better for people.”
Plaid Cymru MP Elfyn Llwyd said: “This was an uninspired Queen’s Speech delivered by a government that has well and truly run out of steam.”
Angus Robertson, the leader of the Scottish National Party in Westminster, said the Queen’s Speech barely mentioned Scotland: “The absence of any mention at all of the Westminster parties’ plans for Scotland in the Queen’s Speech is extraordinary. […] In this – the year of the biggest opportunity in Scotland’s history – Scotland hardly even gets a nod at Westminster, and not a single mention of future plans for improving government in Scotland.”
The speech made brief mention of Scotland: “My government will continue to implement new financial powers for the Scottish Parliament and make the case for Scotland to remain a part of the United Kingdom.”
200,000 litres of oil leaked into waters off the coast of Brisbane from the Pacific Adventurer when their fuel tanks were damaged in rough seas on Wednesday. The figure is about ten times higher than the original estimate of twenty thousand litres of oil. The devastating diesel oil spill has spread along 60 kilometres (37 miles) of the Queensland coast. In addition, 31 containers with 620 tonnes of ammonium nitrate fertiliser flew overboard during the violent storm.
Questions are being asked why the Hong Kong cargo ship was out in seas with nine meter waves caused by Cyclone Hamish, a Category 5 tropical cyclone, as well as why the fertiliser containers were not properly secured. One of the overboard containers ruptured the hull of the Pacific Adventurer, causing between 30 to 100 tonnes of oil to spew from the severely damaged ship.
If the ammonium nitrate mixes with the heavy oil, an explosion could occur. None of the containers have been recovered. Some of these may float, but it is believed that they may have sunk which then may cause algal blooms.
The vessel’s owner, Swire Shipping, reported that a second leak began on Friday, when the ship began listing after docking at Hamilton for repairs. “As full soundings of the vessel’s tanks were being taken at the port to determine how much oil had leaked from the vessel, a small quantity of fuel oil escaped from the Pacific Adventurer,” it stated. The ship was brought upright, and a recovery vessel was used to suck up the oil from the water. The leak produced a 500m-long oil slick down the Brisbane River. Booms were placed around this oil spill so that a skimmer could clean up the second spill.
Swire Shipping could face clean up costs of AU$100,000 a day as well as fines up to AU$1.5million (US$977,000; £703,000) if found guilty of environmental breaches or negligence.
Sunshine Coast beaches are slowly starting to be reopened. The beach of Mooloolaba was still closed following reports of burning sensations from swimmers. 12 beaches remain closed; however, 13 have been reopened.
Over 300 state government and council workers are using buckets, rakes and spades in the clean up effort. Sunshine Coast Mayor Bob Abbott says the majority will be gone by Sunday afternoon. The full environmental impact on wildlife is not yet known. One turtle and seven pelicans have been found covered in oil.
There are concerns that the drinking water of Moreton Island is at risk, as the island uses water from the underground water table near the oil spill site.
“Every bucketload of contaminated sand has to be removed from the island by barge, and each bucketload from a front-end loader weighs about one tonne. It’s just an impossible task,” said Mr Trevor Hassard of the Tangalooma Dolphin Education Centre.
The commercial fishing industry has suffered from the incident. Trawlers won’t resume operations until Sunday evening, and any catches will be tested for human consumption.
Thailand’s fugitive ex-premier, Thaksin Shinawatra is in the news again today, phoning supporters in the country and appealing for no celebration of his sixtieth birthday at Sanam Luang outside the royal palace in Bangkok. This follows some red-shirted United front for Democracy against Dictatorship (UDD) supporters vowing to go ahead with the party despite Bangkok‘s Governor, Sukhumband Paribatra, saying he will deny any request.

According to Thailand’s English-language Bangkok Post, UDD leader Shinawat Haboonpad expressed determination to see the July 26 celebration go ahead, “… we will show our civil disobedience and ignore his order”.
The divisive impact of the populist Thaksin stretches back prior to him being ousted by a bloodless military coup in September 2006. As far back as 2005 figures within the Thai establishment were speaking against him; Thaksin used the courts to try and prevent dissemination of negative material, including the publication of a sermon by a respected Buddhist monk who compared him to Phra Devadhat, the Thai Buddhist equivalent of the devil. Bangkokians formed into the yellow-shirted anti-Thaksin People’s Alliance for Democracy (PAD) accusing the Prime Minister of corruption. Following the military intervention in 2006, and a groundswell of support among rural poor voters, the opposing pro-Thaksin groups formed into the UDD. Despite conviction in-absentia, Thaksin colours Thai politics, and has derailed efforts to stabilise the country’s political institutions.
This past week it has been the lead-up to the December 2008 dissolution of the pro-Thaksin People’s Power Party (PPP) government that has resurfaced. The then-Prime Minister, Somchai Wongsawat was barred from politics and his PPP dissolved by the country’s Constitutional Court following anti-Thaksin yellow shirts occupying Bangkok’s international airport and stranding as many as 300,000 tourists in the country. Now the country’s Foreign Minister, Kasit Piromya, a PAD leader, is facing pressure to step down for his part in the airport siege and blockade.
A report in Monday’s Bangkok Post indicates that Thai authorities continue to pursue Thaksin. The Interior Minister said that an attempt had been made to arrest Thaksin in Malaysia’s capital, Kuala Lumpur, but he had evaded capture and managed to return to Fiji where he remains in exile and a fugitive.

Due to the damage by Hurricane Katrina and subsequent flooding, a number of colleges and universities in the New Orleans metropolitan area will not be able to hold classes for the fall 2005 semester. It is estimated that 75,000 to 100,000 students have been displaced. [1]. In response, institutions across the United States and Canada are offering late registration for displaced students so that their academic progress is not unduly delayed. Some are offering free or reduced admission to displaced students. At some universities, especially state universities, this offer is limited to residents of the area.
People from all over Europe came to the Electronic Frontier Foundation’s party, which coincided with FOSDEM 2008.
The European Commission currently has proposals on the table to extend performers’ copyright terms. Described by Professor Martin Kretschmer as the “Beatles Extension Act”, the proposed measure would extend copyright from 50 to 95 years after recording. A vast number of classical tracks are at stake; the copyright on recordings from the fifties and early sixties is nearing its expiration date, after which it would normally enter the public domain or become ‘public property’. E.U. Commissioner for the Internal Market and Services Charlie McCreevy is proposing this extension, and if the other relevant Directorate Generales (Information Society, Consumers, Culture, Trade, Competition, etc.) agree with the proposal, it will be sent to the European Parliament.
Wikinews contacted Erik Josefsson, European Affairs Coordinator for the Electronic Frontier Foundation (E.F.F.), who invited us to Brussels, the heart of E.U. policy making, to discuss this new proposal and its implications. Expecting an office interview, we arrived to discover that the event was a party and meetup conveniently coinciding with FOSDEM 2008 (the Free and Open source Software Developers’ European Meeting). The meetup was in a sprawling city centre apartment festooned with E.F.F. flags and looked to be a party that would go on into the early hours of the morning with copious food and drink on tap. As more people showed up for the event it turned out that it was a truly international crowd, with guests from all over Europe.
Eddan Katz, the new International Affairs Director of the E.F.F., had come over from the U.S. to connect to the European E.F.F. network, and he gladly took part in our interview. Eddan Katz explained that the Electronic Frontier Foundation is “A non-profit organisation working to protect civil liberties and freedoms online. The E.F.F. has fought for information privacy rights online, in relation to both the government and companies who, with insufficient transparency, collect, aggregate and make abuse of information about individuals.” Another major focus of their advocacy is intellectual property, said Eddan: “The E.F.F. represents what would be the public interest, those parts of society that don’t have a concentration of power, that the private interests do have in terms of lobbying.”
Becky Hogge, Executive Director of the U.K.’s Open Rights Group (O.R.G.), joined our discussion as well. “The goals of the Open Rights Group are very simple: we speak up whenever we see civil, consumer or human rights being affected by the poor implementation or the poor regulation of new technologies,” Becky summarised. “In that sense, people call us -I mean the E.F.F. has been around, in internet years, since the beginning of time- but the Open Rights Group is often called the British E.F.F.“

Bindeez beads, a children’s toy from Australia and manufactured by Moose Enterprise in Hong Kong, is being pulled off toy store shelves in the United Kingdom after traces of an illegal drug, which is converted into gamma-Hydroxybutyric acid (GHB) when ingested, was found inside the toy. At least 20 million toys are affected.
So far at least three children from the U.K. and at least two from Auckland, New Zealand have fallen seriously ill and are currently receiving medical attention. The toy is also sold in the United States as Aqua Dots, with two reports received by the U.S. Consumer Product Safety Commission (CPSC) of children needing hospitalization after ingesting the beads.
“We’ve asked all our customers to take them off the shelf while we retest everything to make sure the toys comply with all regulations,” said the company in a statement, although no mandatory recall has been issued for the product. The statement also says that the plant in Hong Kong was not using a chemical mixture approved by the company.
“This substitution was not at any time approved by Moose nor was Moose made aware of any substitution by the supplier,” added the statement.
The toys were supposed to contain a non-toxic chemical known as 1,5-pentanediol, but instead 1,4-butanediol, which is mainly used in creating the illegal drug GHB, was used in the toys. When humans consume 1,4-butanediol, the body converts it into GHB and could make the individual seriously ill, causing headaches, seizures, dizziness and in some cases death. GHB is a natural chemical found in a variety of things such as beef, wine and some varieties of citrus fruits. It is also used as a pharmaceutical which is sold as Xyrem.
Recent animal research indicates that drugs are available for human use which may work as antidotes to the poison, either by hindering its conversion to GHB with 4-methylpyrazole (fomepizole, Antizol) or by blocking GHB’s effectiveness at the receptor (SCH 50911). Rodent testing has found the lethal dose of 1,4-butanediol to range from 1.4 to 2.5 grams per kilogram body weight, but an antidote can increase the lethal dose by a factor of 10.
It is not known how the chemicals got mixed up, but officials for the toy company say that they are continuing the investigation. The toy is currently banned in all of Australia, but the company says all those who bought it will be refunded their money.
“The issue of how a dangerous substance was used in these beads and not the non-toxic substance … that is going to take us a few more days to uncover,” said Australia’s Fair Trade Minister, Linda Burney in a statement to the press.
The toy was recently named Australia’s number one toy for 2007.
