Bluetongue disease appears in UK for the first time

Saturday, September 22, 2007

The first ever case of Bluetongue disease has been reported in the UK. The case involves a cow at a farm near Ipswich, Suffolk.

Bluetongue affects ruminants such as sheep and cows, but is not known to affect humans. It is sometimes fatal, depending on the animals affected, and presently has no treatment. The disease was prevalent in Africa for many years and had since migrated to European nations such as France and Germany, causing officials had feared a UK outbreak in the UK follows recent outbreaks of the disease on the European continent in nations such as France and Germany.

Experts such as microbiology professor Hugh Pennington of Aberdeen University had suspected the disease would eventually spread to the UK.

Foot-and-mouth source confirmed as research laboratory

Tuesday, August 7, 2007

A report released tonight by the Health and Safety Executive has confirmed that there is a “strong possibility” that the cause of the recent foot-and-mouth outbreak is contamination, most probably by human movement, from a nearby research facility in Guildford, Surrey, UK.

The labs in Pirbright, where both private firm Merial and the governmental Institute for Animal Health operate, have been subject to ongoing investigations since the discovery of a new foot-and-mouth outbreak on Friday. The strain of the disease had already been identified as an O1 BFS67-like virus, which was isolated in a 1967 outbreak and was being used at the labs for research and the production of vaccines. It is not yet known whether the virus escaped from the Merial or the IAH lab.

Since foot-and-mouth was confirmed in cows at a Surrey farm, more than 200 cattle have been culled as a preventative measure. A protection zone has been set up around the affected areas and rules preventing the movement of livestock have been introduced throughout the country, with the aim of stopping further spread of the contagious disease. Restrictions on the import of English beef have already been imposed.

The last outbreak of foot-and-mouth in the UK, in the spring and summer of 2001, resulted in total losses estimated at £8bn. Seven million animals were slaughtered, and tourism was also badly hit.

Open Rights Group holds first conference in London

Open Rights Group holds first conference in London

Sunday, July 25, 2010

London — The Open Rights Group, a pressure group pursuing reform of intellectual property law in the United Kingdom, held its first “ORGCon” yesterday at City University London. Approximately 100 delegates took part in six hours of panel discussions and workshops on a wide range of topics in intellectual property, discussing such subjects as “How To Talk To Your MP” and “ACTA: A Shady Business”, in what ORG billed as a “crash course in digital rights” designed to inspire campaigning on intellectual property issues.

Cory Doctorow, a fiction author and digital rights activist, led the keynote panel discussion “Thriving in the Real Digital Economy”, which opened the conference. Doctorow called for a “reframing” of the digital rights slogan “information wants to be free”. “The most important thing” about digital rights, he noted, “has nothing to do with art. We are refitting the information network with lots of control.” Digital rights management (DRM) technologies, Doctorow warns, build in limitations on how consumers exchange information and “abuse the market”. John Buckman of Magnatune followed up Doctorow’s comments, noting that DRM is “unsustainable” but that the public needed to “pressure companies into” open-source solutions.

A keynote speech by James Boyle compared the current age to the age just before application of the theories of Adam Smith and other early capitalist economists began breaking down the entrenched monopolies of mercantilism. Boyle called on the audience to come up with a “jaw droppingly simple” idea for a reformed copyright system; he gave his speech in front of a projection of the twitterfall as audience members commented on his words.

Boyle, like most of the conference, took a pro-reform but anti-piracy position, saying “It is a tragedy that an entire generation has lost the notion that breaking the law is wrong”. While several members of the Pirate Party UK, wearing matching t-shirts, attended the conference and held a fringe meeting during the last session, none spoke in the keynote sessions either as panelists or in the discussions.

Among the many workshops which comprised the last three hours of the day, Open Rights Group held a session on student groups and committed itself to establishing Open Rights Group Youth societies at universities across the United Kingdom. Young activists, such as Wikipedian Jdforrester, also dominated the “Your Shout” session in which any and all delegates could give three-minute speeches on any intellectual property subject which interested them.

The organisation hopes to host a second ORGCon in 2011.

Cambridge, Mass., city council recommends construction firm W. R. Grace remain under DEP supervision for asbestos contamination
January 21st, 2022 in Uncategorized | No Comments

Sunday, April 10, 2005

Correction — May 24, 2008 This article refers to the “US Department of Environmental Protection (DEP)”, though the term “Department of Environmental Protection” actually refers to state agencies, and in this case refers to the Massachusetts Department of Environmental Protection, not a United States federal agency.

The Cambridge city council adopted a resolution on April 4 to request that the US Department of Environmental Protection (DEP) “take explicit account” of the activities of local construction firm W. R. Grace, which has previously contaminated an industrial area near the Alewife train station with asbestos. The council cited Grace’s “extraordinarily extensive and well-documented history of contaminating sites and concealing the contamination” as the reason for its request.

The resolution was a reaction to a Response Action Outcome Statement and Risk Characterization (RAO) that W. R. Grace filed with the DEP. The Cambridge Chronicle recently took the filing as evidence that “the state seems poised to stop watching over” the contaminated site.

In February, W.R. Grace was indicted by a federal grand jury for contamination as a product of vermiculite mining operations in Libby, Montana, USA. The company was also charged with “concealing information about the health affects [sic] of its asbestos mining operations.”

5 Tax Saving Tips For Your Company

January 20th, 2022 in Tax Specialist | No Comments

By Jim Haines

Do you want your company to pay less tax this year?

Of course you do. It’s a pretty silly question, right? No company wants to pay more tax than they absolutely have to.

Nevertheless, many companies don’t take advantage of the opportunities that are available. Luckily, with some fairly straightforward tax planning, you can significantly reduce your corporate tax this year.

Here are our five top tips that will help reduce your company’s tax liability this year:

1) Bring Forward Long Put Off Expenditures :

Bring forward that long overdue office repair or redecoration project or that direct marketing campaign you were considering for next year. Any expenditure before the company year end will reduce the current year’s tax liability and lets’ face it, your office will look nicer.

2) Make The Most Of Your Capital Allowances :

You will certainly save your company some tax by bringing capital expenditures – such as machinery – forward. Some of the bigger savings can be found in the purchase of energy saving technologies and products which qualify for a 100% allowance.

Companies generally receive a 25% allowance on plant and machinery related capital expenses, but SMEs companies get a 40% allowance in their first year. So, if you are a small or medium sized company (as defined by company law), take advantage and make those types of purchases before the end of your first year trading.

Even better, for computers and telephone equipment, you can claim a 100% reduction against your profits in the first year.

The best bet of all is in research and development – a new R&D tax credit means you can claim 150% of what you spend, and if you are a loss-making company you have the option of taking a part of that as an immediate cash payment.

This is a little known and often misunderstood tax credit, but many companies can take advantage of it. Get some advice on what exactly qualifies as research and development first, just to be on the safe side.

3) Re-structure Your Dividends and Bonuses:

Smaller companies – in particular, owner-managed businesses, can save on National Insurance payments by taking dividends rather than paying themselves a salary. On average for a higher rate tax payer, the tax rate will be reduced to around 39% compared to 47%.

4) Minimize Capital Gains Costs:

One of the best ways to minimize capital gains is to reinvest the proceeds of a sale into buying a replacement asset. Be warned, though, that not all assets qualify for relief. Check first before utilizing this tip.

5) Get The Right Receipts

A useful tip is to make certain that your employees ask for VAT receipts whenever they make a purchase on behalf of the company. That will ensure you can claim back the VAT on all purchases that are VAT rated.

If your company reviews it’s tax affairs between two and three months before the end of your financial year, then you can start planning how to effectively and, most of all, legally, minimize your tax liabilities.

US considers taxing earnings from online games

US considers taxing earnings from online games
January 20th, 2022 in Uncategorized | No Comments

Sunday, October 22, 2006

With online gaming in persistent worlds becoming more prevalent, a US congressional committee has begun to look into the tax implications of these booming online economies. Games such as World of Warcraft and Second Life have large player driven economic systems in which – either following the rules or against them – real world currencies are exchanged for in-game currencies. With the GDP of some of these economies rivaling that of some small countries, the US government is wondering if it is missing out on a potential source of tax revenue: or as some gamers might put it, the IRS is asking “You buy gold?”.

In cases where exchange of a real world currency for in-game currency is permitted by the rules of the game, some of these online games such as Second Life require that players report any income generated by these means to his or her government. In most on-line games however, a black market exists where players buy and sell in-game currencies in direct violation of the game’s rules; situations involving black markets are notoriously hard to tax.

Compounding the issue of currency exchange is the existence of in-game assets. In the real world if someone wins a luxury vehicle, he or she is expected to pay a capital gains tax on his or her winnings. If a 40 person “raid” in World of Warcraft gets a rare “drop,” worth up to thousands of dollars if sold illegally, should they be required to pay a capital gains tax?

Even if the issue of capital gains is ignored, there is still the matter of sales tax. In many of these games, non-player characters and players alike sell items to one another. If sales tax is to be applied, at what rate should it be charged and to what State does it go? Questions such as these have just recently been answered in much less hazy situations such as online versions of brick and mortar establishments.

Dan Miller, senior economist for the Joint Economic Committee had this to say on the issue, “I found that talking about this issue with some of the other economists on the committee, they are not really familiar with what a virtual economy is. The idea of Second Life or World of Warcraft or some of these other synthetic universes, they have trouble wrapping their head around it. So there’s an educational hurdle to overcome here.”

The preliminary findings of the committee state that virtual economies deserve clarification of existing tax laws, not new taxes.

Bank of England governor warns housing market is biggest threat to UK economy

Bank of England governor warns housing market is biggest threat to UK economy
January 20th, 2022 in Uncategorized | No Comments

Sunday, May 18, 2014

The governor of the Bank of England, Mark Carney, has warned that the state of the housing market in the United Kingdom is the current biggest domestic threat to the country’s economy, due to lack of house building, and regulatory issues.

In an interview to be aired on Sky News today, he said the housing market is the “biggest risk” to the economy and has “deep, deep structural problems”. Of house building he said: “There are not sufficient houses built in the UK. To go back to Canada, there are half as many people in Canada as in the UK, twice as many houses are built every year in Canada as in the UK and we can’t influence that.”

“We’re not going to build a single house at the Bank of England. We can’t influence that. What we can influence […] is whether the banks are strong enough. Do they have enough capital against risk in the housing market?”

Carney also said the Bank of England would look into the procedures used to issue loans and mortgages to see if they were being granted appropriately: “We’d be concerned if there was a rapid increase in high loan-to-value mortgages across the banks. We’ve seen that creeping up and it’s something we’re watching closely.”

Kris Hopkins responded to Carney on behalf of the government, saying the government “inherited a broken housing market, but our efforts to fix it are working”. “We’ve scrapped the failed top-down planning system, built over 170,000 affordable homes and released more surplus brownfield sites for new housing. We’ve also helped homebuyers get on the housing ladder, because if people can buy homes builders will build them. Housebuilding is now at its highest level since 2007 and climbing. Last year councils gave permission for almost 200,000 new homes under the locally-led planning system and more than 1,000 communities have swiftly taken up neighbourhood planning. It’s clear evidence the government’s long-term economic plan is working.”

Earlier this month, the Organisation for Economic Co-operation and Development called on the UK government to “tighten” access to the ‘Help to Buy’ scheme introduced by George Osborne and the coalition government in 2013. ‘Help to Buy’ has also recently been criticised by three former Chancellors of the Exchequer — the Conservatives Norman Lamont and Nigel Lawson, and former Labour Chancellor Alistair Darling. Darling said: “Unless supply can be increased substantially, we will exacerbate that situation with schemes like Help to Buy.”

Grand National winning horse ‘Comply or Die’ dies, aged 17
January 18th, 2022 in Uncategorized | No Comments

Wednesday, May 11, 2016

Comply or Die, the racehorse who won the 2008 Grand National has died at the age of 17. His death was announced by his former trainer, David Pipe. He died over at the weekend in Gloucestershire, where he had been staying with jockey Timmy Murphy. He was cremated on Monday and his ashes will return to Murphy.

Murphy was the jockey in the saddle when Comply or Die won the 2008 Grand National. Speaking to the Press Association, he spoke about the horse’s death. He said, “He was part of the furniture at home so it’s very sad. He gave me the greatest day of my career, obviously that can never be taken away. He paraded at Cheltenham and Aintree and was getting ready to do some dressage in the summer. I’m not actually sure how he died, to be honest, but it wasn’t nice to come home to. He was cremated on Monday. He was a happy horse and he was also very clever.”

During his racing career he made £798,809 in prize-money after winning a total of eight races.

The 2008 Grand National victory was his greatest achievement and he almost matched it when he came second place in 2009. He retired in 2011 but remained active, often being paraded at race grounds such as Aintree and Cheltenham. He also participated in some hunting activities. Pipe said, “Since his retirement he had been a lead-horse at Timmy Murphy’s establishment before trying his hand at dressage, a discipline in which he had proven very successful”.

Tributes have been paid to Comply or Die on social media by horse racing fans with several tweeting their appreciation and memories.

What Sciatica Is

January 18th, 2022 in Health | No Comments

Dancers are vulnerable to sciatica because of the amount of concentration on turning out their legs. This often leads to piriformis syndrome. Dancers also move in a large range of movement at the spine, which end in undue stress on the spinal discs when alignment or body mechanics is poor. This could lead to herniated discs. Poor body mechanics, arthritis, and scoliosis can be factors in spinal stenosis which ends up in sciatic pain.Widespread Causes of Sciatica1) Piriformis syndrome2) Herniated disc3) Spinal stenosisPiriformis SyndromePiriformis syndrome is a situation where the piriformis muscle, the biggest of the 6 deep lateral rotators, irritates the sciatic nerve. The sciatic nerve typically passes underneath the piriformis muscle, however in about 15% of the population the nerve goes through the piriformis muscle increasing it’s potential for compression. When dancers overwork their turnout, their piriformis muscular tissues could also be excessively contracted and might press on the sciatic nerve. It is a functional syndrome. It isn’t simple to diagnosis by means of a MRI or CT scan.Signs include pain within the low back and buttocks, ache that can radiate down the back of the leg and troublesome, and uncomfortable sitting.Remedies include physical remedy which focuses on stretching and strengthening the rotator muscles at the hip, and ultrasound to the infected side to release and soften the piriformis muscle. Anti-Inflammatory treatment, (such as ibuprofen), is also administered to decrease irritation of the nerve. For more acute cases, a cortisone injection could also be suggested. Deep massage may assist to release the tension within the turnout muscle tissues as well as surrounding pelvis and hip muscles. After a lengthy period of unsuccessful conservative treatment, surgical release is the final resort.Herniated discSpinal discs are tender cushions of cartilage with a gel-like middle between the boney vertebrae of the spine. It is where the movement and flexibility of the spine is created. Discs often lose elasticity with age and develop into extra susceptible to injury. A herniated disc bulges out between the vertebrae where it compresses the spinal nerves. This causes ache in the lower back, usually traveling down the leg. A herniated disc is confirmed via a CT imaging scan or a MRI. It’s also commonly known as a slipped disc or bulging disc. You might be suffering from herniated disc if you have leg pains usually over the surface of the thigh and lower leg and foot. Typically shooting down the leg, felt like an electric shock. Different signs include persistent ache regardless of whether or not you might be standing or sitting, tingling or numbness down the leg and muscle weakness. The worst is that if bowel or bladder problems occur. This time see a physician as quickly as possible with these symptoms.Anti-Inflammatory medicine (such as ibuprofen) is given to decrease inflammation. Doctors could choose to do a steroid injection. Bodily remedy can be used to redevelop muscle steadiness and proper spinal alignment. If less invasive measures don’t help, surgical procedure is a last resort.Spinal stenosisStenosis means a narrowing of an opening. Sciatic ache can happen from lumbar (lower back) spinal stenosis, whereas numbness and problems in the arms can happen from cervical (neck) spinal stenosis. The area where the nerves come out from the spinal column can inflame and narrow. This creates strain and ache on the nerve. Older ones are most commonly affected on this type of nerve because of chronic poor body mechanics such as a swayback or tucking under, being obese, having arthritis and/or scoliosis.Signs include ache in the buttocks, thigh, and calf, weakness of one leg and pain that always will increase with motion and strolling, and decreases when sitting or lying down.Diagnostic checks such as x-rays and CT scans or MRI can be used to substantiate the diagnosis. Anti-inflammatory treatment along with physical therapy is prescribed for gentle cases. Surgery may be necessary to remove the stress from the nerve, if much less invasive measures are unsuccessful.Ideas for PreventionIn case you have sciatic signs and are a dance trainer, dont be so depressed. It’s a curable disorder. However, you need to adapt your educating style temporarily. Since teachers have unhealthy habits of showing a movement without being fully warmed up, it is necessary to pull back on demonstrating.Below are some steps that may assist:Stand simply in a turned out first place, Are your gluteal muscular tissues rock hard? It could be a sign of overworking the turnout and hip joint muscles. Periodically, sit on a chair with one leg crossed over the opposite thigh in an open position and lean forward. You will feel the stretch deep within the gluteal of the bent leg.Are you standing in a swayback? Then stretch out the hip flexors within the runners lunge. Usually the hamstrings, gluteal and turnout muscular tissues become overly contracted as they counter the pull of the hip flexors.Notice whats taking place on your feet. Pronation means your weight is not centered and your toes are rolling in – which then creates more muscular pressure within the turnout muscles.Give your turnout muscles a break! Stand with your feet turned in towards each other. Bend your knees then lean into one hip before switching to the opposite hip. It could look unusual, however is a fast reminder that the turnout muscles must be both strong and flexible.Be sure your weight is appropriate for your height and activity level. Extra weight can put strain on the lower back and discs. Are your hamstrings weak or tight? Pay attention to the muscle balance across the hip joint and address any apparent weak point and/or tightness.Relax for a few minutes on your back over a large physioball. This helps to decompress the spine.Get up straight without tension. When sitting and standing, don’t slump as it keeps the spine aligned and the discs and spinal cord happy! How you can Release RigidityTo release stubborn muscular stress, you may work with a pinkie ball. Begin by placing a small 2-2/15 inch rubber ball between the back of your pelvis and the wall. The farther your feet are from the wall the more weight you place on the ball and the deeper the pressure. To start out, roll on the ball from sacrum (base of the backbone). Then roll around the sides of the pelvis and right down to the sits bone. The piriformis and other turnout muscle tissues are in the midst of the buttocks and that area could also be tender. Work slowly and easily and comfortably to loosen the muscles. When you notice any nerve indicators, such as ache radiating down the leg, move away from that spot, or cease all together. 5 minutes before or after class can make a big distinction in reducing extra muscular rigidity!
