Strike ballot to go ahead despite British Telecom’s belated new pay offer

The UK’s Communication Workers’ Union have effectively rejected a belated revised pay offer by telecoms giant British Telecom. Their statement, released early this evening, indicates a formal ballot on strike action is inevitable – unless the company revises their two percent offer for 2010.

The deadline set by the Communication Workers’ Union (CWU) passed at noon last Friday, apparently unheeded by BT. The union’s announcement of their intent to ballot members apparently resulted in the offer — one with no new money on the table for this year.

Last week, when their ultimatum was ignored, CWU deputy secretary general (DSG) Andy Kerr expressed deep disappointment, citing the substantial profits made by the company in the last financial year: “[w]e’re obviously very disappointed that BT has not improved its pay offer of 2% despite their healthy profits this year.”

The turnaround from losses of £244 million to a billion-pound-plus profit has, the union claims, galvanised their membership into seriously considering industrial action. Reports of senior directors receiving million-pound bonuses, and former Labour minister Patricia Hewitt landing over over £50,000 extra per-year, are characterised as “directors’ ‘snouts in the trough'”. Hewitt was suspended from her parliamentary party in March over cash-for-access accusations, and works two to three days each month on BT’s remuneration committee.

The UK’s Press Association described the now-rejected offer as being worth 2% this year, and an additional 3% in 2011 with staff bonuses of up to £250. The package supposedly contains pledges on no compulsory redundancies and the return of call centre and non-frontline work from outsource companies in India.

Wikinews called both the Communication Workers’ Union, and British Telecom, seeking clarification on a number of points. Richard Knowles, a BT press officer in London, forwarded their terse sub-400-word statement, refusing to be drawn on reports that the offer includes the repatriation of call centre and back-office jobs. When challenged on this work being carried out in a jurisdiction with less-stringent data protection, and computer misuse legislation, our reporter was referred back to the company’s statement.

Sian Jones of the CWU’s Press Office, commenting prior to the union’s evening statement, remarked that repatriation of call centre work was an issue that the union had prior, unrelated, discussions with BT about; she gave no indication to Wikinews this was, or was not, part of BT’s revised offer.

The press release, shortly after 1630 BST, expressed clear intent to carry on with the process of balloting members on strike action. In the statement, CWU DGS Andy Kerr states, “[w]e’re very disappointed that BT’s revised offer remains materially unchanged for this year in terms of pay.”

Continuing, he emphasised, “[…] we’ve made clear, 2 per cent is unacceptable for our members as it does not reflect the reward they expect given the contribution they have made to cost savings of £1.75 billion and profits of over £1bn. In addition, inflation is at 5.3 per cent and staff are comparing this offer with the large salary rises and bonuses for senior executives which expose the blatant double standards being adopted by the company when it comes to remuneration.”

The CWU statement also expresses concern over BT’s disclosure of details within the offer; “BT’s decision to leak their offer to the media today has also raised trust issues for us with the company.”

Any sustained action by CWU members in BT’s employ could have a major impact on the country’s communication infrastructure. Millions of UK households and businesses are reliant on BT for internet access – in addition to telephony services.

Following the release of their statement, the CWU’s Sian Jones confirmed that the union had not, as-yet, given BT the formal seven-days notice of balloting members on strike action.

Any ballot would run for a two-week period; following such, the union would, again, be required to give seven days notice to BT; this time of their intent to take workers out on strike. She emphasised, “nobody wants to be on strike”, stressing that the union last took such action in 1987, and would prefer round-table discussions and an improved offer.

The structure of BT’s privatisation, and breakup to permit level playing-field telephony and broadband competition, would see other Internet service providers who rely on the ageing, once GPO-owned, copper POTS infrastructure unable to resolve customer faults. According to the CWU, BT has been querying managerial staff on their skillsets – as a form of preparation for any industrial action. A union spokesperson described this as “laughable”.

When called for comment on the union’s rejection of their revised offer, the BT press office declined to comment at this time.

Buffalo, New York —A woman in Buffalo, New York in the United States is in critical condition tonight at Sisters Of Charity Hospital after she accidentally set herself on fire.

The unnamed elderly woman was receiving oxygen for medical problems in her home and lit a cigarette, and the oxygen coming from her mask facilitated the ignition of her clothing, setting her on fire.

Despite her “severe” burns as described by firefighters on radio communications, she was still able to dial the emergency line in the U.S., 911.

In the U.S. only 4% of all residential fires were reportedly caused by smoking materials in 2002. These fires, however, were responsible for 19% of residential fire fatalities and 9% of injuries. The fatality rate due to smoking is nearly four times higher than the overall residential fire rate; injuries are more than twice as likely. Forty percent of all smoking fires start in the bedroom or living room/family room; in 35% of these fires, bedding or upholstered furniture are the items first ignited.

On October 14, 2008, Canadians will be heading to the polls for the federal election. New Democratic Party incumbent David Christopherson is standing for re-election in the riding of Hamilton Centre.

From 1985-1990, he served as a Hamilton City Councillor for Ward Four. He was elected to Ontario legislature in 1990, defeating a Liberal cabinet minister. Under Bob Rae, Christopherson served as Minister of Correctional Services and Solicitor-General. He did not seek re-election to legislature in 2003, opting to run for mayor of Hamilton. Considered a frontrunner, he lost to Larry Di Ianni.

He returned to politics just months later, changing his focus to federal politics. Christopherson beat Liberal cabinet minister Stan Keyes, the incumbent, serving as NDP critic for cities, community infrastructure, labour and steel policy. He has served as a member of the House of Commons Standing Committee on Public Accounts, and Deputy Chair of the Parliamentary Steel Caucus.

New currency notes are being introduced in Ghana today. The new currency, to be called the Ghanaian cedi, replaces the previous cedi which has been in circulation since 17 February, 1967.

The Ghanaian cedi will be exchanged at 10,000 old cedis to one new Ghanaian cedi. The exchange rate against the U.S. dollar starts at GH¢0.92 to one U.S. dollar. The new ISO code for the currency is GHS, and the new symbol, GH¢.

The change, which was originally scheduled by the Bank of Ghana to start on July 1, 2007, will instead start on Tuesday July 3, as the original date is Ghana’s Republic Day.

Monday, July 2, was declared a public holiday as the actual Republic Day fell on a Sunday. July 3, is thus the first day that the currency will be available to the public as banks open to the general public. This is because ATMs were shut down over the weekend so that the currencies could be checked and replaced in all of them nationwide. The old and new currencies will be used concurrently until the end of December 2007, when the old currency will cease to be legal tender.

This is the third Ghanaian cedi to be introduced in the country since 1965.

Successful garden designs create landscapes which are practical, beautiful and compatible with a site’s natural conditions. Gardens should be designed to meet the needs of the people who will use and maintain them. More importantly, however, a garden should enhance the quality of life of the people who visit it. The following covers some of the basic issues involved when planning a garden.

Choosing the appropriate tree for your garden requires an understanding of your local environment and your specific needs. Suppose the lower portion of the grounds is a bit wet much of the year, then the spot is ideal for a willow. An open field may be the ideal location for tulip tree or beech tree, both of which requires a lot of space. A sunny patio may benefit from dappled shade provided by a honey locust. Determine your needs and landscape conditions before searching for the right tree.

Look for plants with interesting, year-round qualities. All plants are available in types which bloom or provide some sort of interest in early, mid, or late season. For instance, forsythia blooms early in the spring while the red twig dogwood and the red berries of the holly provide color all winter.

Consider using plants with unique shapes and colorful bark. These qualities are wonderful during the fall and winter.

Certain shrubs are great for hedges while others are perfect as a lone specimen or planted in the shrub border. For instance, Californian privet is an excellent hedge shrub while the Korean spice viburnum can demand attention on its own. Spireas and rhododendrons are both suited to the mixed border planting. Take into account trees and shrubs which are native to your area, they’re low maintenance and are usually quite hardy.

Gardens may be formal or informal. Formal gardens will often utilize crisp straight lines, symmetrical planting and hardscapes containing bluestone, granite or brick. Wisteria, honeysuckle, a climbing rose, clematis and trumpet vine are all are all vigorous growers and are effective on garden structures.

Flower gardens are wonderful bordering a walk or near a patio. In general they should be located where they’ll be seen. Formal or informal, flower gardens should be easily accessible for maintenance purposes. Spring flowering bulbs, planted in the flower garden or beneath a large shade tree, are a welcome sight after a long winter.

Proper planning is essential to a successful garden. Draw out your design ideas before getting out the shovels. Know your local environment as well; it will help when choosing what plants will work best.

Coinciding with Easter Sunday, Glasgow Cannabis Social Club’s annual 420 event was held on Glasgow Green, under sunny blue skies, and overlooking the river Clyde. Despite the city’s council attempting to revoke permission for the gathering at the last minute, police were happy for it to go-ahead with approximately a dozen officers attending in high-visibility vests.

The Daily Record reported five arrests were made for minor offences, likely smoking and possession of small quantities of cannabis. Taking a less-sensational — and more accurate — line of reporting, the Monday edition of Glasgow’s Evening News stated five were referred to the Procurator Fiscal who is responsible for deciding if charges should be brought.

Official figures provided by the police were that 150 attended. With people coming and going, Wikinews reporters estimated upwards of 200 attended, compared to nearly 700 who had signed up for the event on Facebook. Hemp goods were advertised and on sale at the event, and some attendees were seen drinking cannabis-themed energy drinks.

“I was searched and charged under the Misuse of Drugs Act (which is a lot of bollocks)” one attendee noted online, adding “not fair to happen on a brilliant day like it was, other than that I had a great day!” A second said they were openly smoking and ignored by police, who “were only really focusing on people who looked particularly young”.

Cannabis seeds were openly and legally sold at the event and a hydroponics supplier brought a motortrike towing an advertising trailer. Actually growing cannabis is, however, illegal in the UK.

With the event openly advocating the legalisation of cannabis, speakers put their arguments for this to a receptive crowd. Retired police officer James Duffy, of Law Enforcement Against Prohibition, spoke of the failed United States alcohol prohibition policy; stressing such policies needlessly bring people into contact with criminal elements. Highlighting other countries where legalisation has been implemented, he pointed out such led to lower crime, and lower drug use overall.

One speaker, who produced a bottle of cannabis oil he had received through the post, asserted this cured his prostate cancer. Others highlighted the current use of Sativex by the National Health Service, with a cost in-excess of £150 for a single bottle of GW Pharmaceuticals patented spray — as-compared to the oil shown to the crowd, with a manufacturing cost of approximately £10.

Similar ‘420’ pro-cannabis events were held globally.

The 2008 Taipei CNC Machine Tools & Manufacturing Technology Show (MT duo) and Taiwan International Robot Exhibition (Robot Taiwan 2008) both began yesterday. These events are both taking place in the build up to Taipei International Machine Tool Show (TIMTOS 2009) at TWTC Nangang, which is due to take place next year.

The 2008 MT duo and Robot Taiwan mainly focused on software designed for industry, rather than consumers. This is in contrast to the choice of software displayed in many Japanese Trade Shows, which often displays products designed for consumers.

Robotics is a major industry in Taiwan. As a result the organizer of the event decided to refine “Manufacturing Taipei” and split it into the “Robot & Industrial Automation” of Manufacturing Taipei and “Robot Taiwan”.

There was also a “Taiwan International Robotics Forum” and “Seminars on MT duo” at the event. Both were designed to attract executives from IT, manufacturing, and machinery industries to promote the worldwide use of robotics in industry.
