The US Food and Drug Administration (FDA) has issued proposed calorie labeling rules requiring most retail food vendors to display the calorie counts in items on their menus and menu boards. The proposed rules, issued Friday and expected to be finalized in 2012, would apply to most restaurants, snack bars, vending machines, coffee shops, drive-through restaurants, and convenience and grocery stores.

The US Congress required the rules in the health-care reform law passed in 2010. The rules proposed by the FDA must undergo a public comment period before they are finalized and take effect, said Michael R. Taylor, Deputy Director for Foods at the FDA.

The proposed regulations pertain to businesses devoting more than 50 percent of their floor space to the sale of food or that consider themselves restaurants, specifically food-selling chains with at least 20 stores nationally. Included are candy stores, bakeries, and ice-cream parlors.

The FDA’s proposed guidelines specify that chains post the calorie counts of foods and drinks on menus and menu boards or next to the food item, such as at a salad bar. The menu is to prominently exhibit the calorie content of each item in a way customers can see easily, giving them the same information packaged foods prepared at home currently provide. The information must be displayed in “clear and conspicuous” print and colors.

Giving consumers clear nutritional information makes it easier for them to choose healthier options that can help fight obesity and make us all healthier.

Many cities and states have passed laws requiring calorie labeling on menus, beginning with New York City in 2008. California implemented a similar law in January, although many counties are waiting for the release of the federal guidelines before they begin enforcement. Some fast-food chains there, such as McDonald’s and Starbucks, are displaying calorie counts on menus in some of their stores.

The rules are intended to curb the national obesity epidemic since, according to FDA estimates, one third of the calories people consume yearly come from food eaten out. In a statement issued yesterday, Kathleen Sebelius, Secretary of Health and Human Services said, “Giving consumers clear nutritional information makes it easier for them to choose healthier options that can help fight obesity and make us all healthier.”

Excluded from the rules are businesses whose primary product is not food sales but that sell it, such as bowling alleys, airports and airplanes, amusement parks, hotels and movie theaters. Alcohol is also excluded.

Latest figures from the US government say that the country’s economy gained 290,000 jobs in April, the largest single-month gain since March 2006.

According to the Labor Department, excluding temporary workers for this year’s census, the number of non-farm jobs increased by a seasonally adjusted 224,000.

The unemployment rate, meanwhile, increased from 9.7% to 9.9%; the apparent contradiction is because 195,000 people who previously gave up searching for jobs started looking for work again, entering the labor force and augmenting the jobless rate.

The increases were larger than expected by economic analysts; according to a survey done by MarketWatch, economists believed the country would have added 185,000 jobs for last month.

President Obama commented on the numbers earlier today at the White House, saying: “This is the largest monthly increase in four years […] we’ve now seen job growth for four months in a row. These numbers are particularly heartening when you consider where we were a year ago, with an economy in freefall.”

San Jose, California —Del Borgsdorf, the city manager of San Jose, California announced his resignation on Tuesday, citing “personal reasons” and the “political environment” for his decision. While he denies it is was a factor in his decision, the resignation comes one day after Santa Clara County District Attorney George Kennedy announced his office will investigate the city’s contract with Norcal Waste Systems for possible criminal prosecution. Borgsdorf has been criticized by the city council for not informing the council of the $11 million rate hike promised to the company by mayor Ron Gonzales.

Borgsdorf’s resignation follows the resignation of other city officials; Stephen Haase, the city’s planning director, and John Bjurman, the city’s director of information technology, resigned earlier in the week. In addition, the city council formally censured mayor Gonzales last week, and asked for formal apologies from Borgsdorf and city attorney Richard Doyle over the Norcal contract. In addition to the waste removal scandal, the city government has been criticized for a no-bid contract with Cisco Systems to provide IT equipment in the new City Hall; the Cisco deal cost city taxpayers over $3 million in equipment costs and construction delays.

On Wednesday, the Constitutional Court of the Republic of China — Taiwan — ruled laws restricting same-sex marriage unconstitutional, declaring them “in violation of both the people’s freedom and the people’s right to equality” in the official statement. The Court gave legislators two years to amend the state’s marriage laws.

In the ruling, Taiwan’s Constitutional Court, which contains 14 judges, ruled in favor of extending marriage rights to same-sex couples. The Court also stated that, if the legislators miss the two-year deadline, same-sex couples will still be allowed to marry per ruling, which as things now are would make Taiwan the first Asian country to legalize same-sex marriage. One of the plaintiffs was Chi Chia-wei (???), a gay rights advocate since the 1980s who has campaigned for marriage rights since 2001.

The ruling received mixed reactions. Taiwan’s LGBT Family Rights Advocacy celebrated the ruling. However, groups like Coalition for the Happiness of Our Next Generation have opposed same-sex marriage and, as reported by Taiwan News, protested the ruling outside the Court, asked that the ruling be invalidated, and asked the country’s president Tsai Ing-wen to resign. Before becoming the nation’s first female president in 2016, Tsai campaigned for the legalization of same-sex marriage.

Lawmakers in Taiwan passed the first draft of a bill to legalize same-sex marriage in December 2016. The bill would replace “male and female parties” with “two parties” in Article 972 of the Civil Code concerning marriage. Anti-ruling protests have interfered with the passage of the bill, however.

Taiwan’s capital, Taipei, holds the largest gay pride marches in Asia, reports the Human Rights Campaign.

The People’s Republic of China — mainland China — continues to claim sovereignty over the self-governing Taiwan. In China, homosexuality was decriminalized in 1997 and delisted from the Chinese Psychiatric Association’s list of psychiatric disorders in 2001. However, of roughly 30,000 LGBT and intersex people, surveyed in China by Peking University, United Nations Development Programme, and the Beijing LGBT Center, most were found to be closeted, with only about 5 percent living openly.

Twenty-two countries around the world currently legally endorse same-sex marriage, including the United States and Great Britain.

U.S. Republican Party presidential candidate and former Governor Buddy Roemer of Louisiana took some time to answer a few questions from Wikinews reporter William S. Saturn.

Roemer served four terms in the U.S. House of Representatives in the 1980s as a member of the Democratic Party. He was elected governor as a Democrat in 1987 before switching to the Republican Party ahead of the 1991 election for governor. That year, he lost the party’s primary to state legislator David Duke. After his governorship, Roemer worked as CEO of Business First Bank in Baton Rouge.

Roemer announced his candidacy for president back in July after exploring a bid for several months. He has focused his campaign on the issue of campaign finance reform, refusing to accept money from political action committees (PACs) and limiting individual campaign contributions to $100. He raised a total of $126,500 in the third quarter of 2011, far short of the $14.2 million raised by former Massachusetts Governor Mitt Romney.

For his campaign, Roemer has adopted the slogan ‘Free to Lead’. He rails against corruption, special interests, and money in politics, and has expressed support for the Occupy Wall Street protests. Furthermore, he has taken issue positions in favor of fair trade, a balanced federal budget, and a strengthened national defense.

Roemer has not been invited to any national presidential debates. He has focused largely on the first-in-the-nation primary state of New Hampshire, and recently signed up to appear on the state’s primary ballot. However, a recent University of New Hampshire Survey Center poll shows him with less than one percent support in the state. Pearson Cross of the University of Louisiana at Lafayette commented, “If Buddy can exceed expectations in New Hampshire or even sneak in and steal third — that would give a boost that he could build on”.

New York —”Buy cheap Viagra through us – no prescription required!” Anyone with an active email account will recognize lines like this one. According to some reports, unsolicited advertisements (spam) for Viagra and similar drugs account for one in four spam messages.

BACKGROUND

Spamming remains one of the biggest problems facing email users today. While users and systems administrators have improved their defenses against unsolicited email, many spammers now insert random words or characters into their letters in order to bypass filters. Ever since pharmaceutical giant Pfizer promised to cure erectile dysfunction once and for all with its blue pills containing the drug sildenafil citrate, spammers have tried to tap into male anxiety by offering prescription-free sales of unapproved “generic” Viagra and clones such as Cialis soft tabs. Legislation like the U.S. CAN-SPAM act has done little to stem the tide of email advertising the products.

Now Pfizer has entered a pledge with Microsoft Corporation, the world’s largest software company, to address the problem. The joint effort will focus on lawsuits against spammers as well as the companies they advertise. “Pfizer is joining with Microsoft on these actions as part of our shared pledge to reduce the sale of these products and to fight the senders of unsolicited e-mail that overwhelms people’s inboxes,” said Jeff Kindler, executive vice president at Pfizer.

Microsoft has filed civil actions against spammers advertising the websites CanadianPharmacy and E-Pharmacy Direct. Pfizer has filed lawsuits against the two companies, and has taken actions against websites which use the word “Viagra” in their domain names. Sales of controlled drugs from Canadian pharmacies to the United States are illegal, but most drugs sold in Canada have nevertheless undergone testing by the U.S. Food and Drug Administration. This is not the case for many of the Viagra clones sold by Internet companies and manufactured in countries like China and India. While it was not clear that CanadianPharmacy was actually shipping drugs from Canada, Pfizer’s general counsel, Beth Levine, claimed that the company filled orders using a call center in Montreal, reported the Toronto Star.

For Microsoft’s part, they allege that the joint effort with Pfizer is part of their “multi-pronged attack on the barrage of spam.” As the creator of the popular email program Outlook, Microsoft has been criticized in the past for the product’s spam filtering process. Recently, Microsoft added anti-spam measures to its popular Exchange server. Exchange 2003 now includes support for accessing so-called real-time block lists, or RTBLs. An RTBL is a list of the IP addresses maintained by a third party; the addresses on the list are those of mailservers thought to have sent spam recently. Exchange 2003 can query the list for each message it receives.

A new CBS News poll reports that Americans are increasingly negative about the war in Iraq, and that President Bush’s job approval ratings, now down to 34%, continued to decline. The telephone survey of a nationwide random sample of 1136 adults was conducted March 9-12, 2006 and results were released on March 13. The maximum margin of statistical sampling error for results based on the full sample is plus or minus three percentage points. Some questions were only asked of half the sample. The poll was conducted shortly before the third anniversary of the US-led invasion of Iraq, and covered feelings about the war in Iraq and overall impressions of President Bush.

A CNN-USA Today-Gallup poll also released on March 13 put the President’s approval rate at 36%. Other polls conducted over a similar period had similar results, including those by NBC-Wall Street Journal and by Pew, reporting 37% and 33% approval respectively.
