Safia Ahmed-jan, the director of the Afghan Ministry of Women’s Affairs for the Khandahar province and an advocate of women’s rights and a strong critic of the Taliban‘s repression of those rights, was shot dead by unidentified gunmen outside her home in Khandahar city in southern Afghanistan on Monday.

Safia Ama-jan, as she was known locally, is the first woman official to be targeted by the Taliban-led insurgency since it was deposed in 2001.

Safia Ahmed-jan taught at a girls’ school and was a high-school principal in Khandahar prior to the Taliban’s 1996 rise to power in Afghanistan. When the Taliban regime banned education for girls and forbade women from working outside the home, she ran an underground school for girls at her home, said her son Naqibullah, speaking to the Associated Press.

After the Taliban government was overthrown in 2001, Ahmed-jan became the provincial chief for women’s affairs in 2002, when the ministry was established and has since then held that position, worked for women’s rights and particularly, championed the cause of educating girls. Her secretary, Abdullah Khan told Associated Press that among her most successful projects were the vocational training schools she opened in Khandahar, where almost 1000 women were taught baking, tailoring and other skills.

Ahmed-jan has also been fiercely critical of the repression of women during the Taliban rule, in a region that has remained conservative and emerged as a hotbed of the Taliban’s insurgent activity. Her requests for personal security guards and transport went unheeded by the government, according to local media reports, though her nephew, Muhammad Asif told the New York Times that Ahmed-jan preferred to keep a low profile and used a taxi or public transport even though her office maintained cars and drivers.

Ahmed-jan was shot dead outside her house at about 7:30 a.m. local time (UTC+4:30) on Monday, as she left for work in a taxi. The gunmen are believed to have left scene on a motorcycle, and tyre marks have been found by the police, said the provincial governor Asadullah Khaled, who visited the scene of the attack.

Ahmed-jan was shot four times with a pistol, Muhammad Haidar, who worked in her office told the New York Times. Mohammad Nader, the head nurse at Khandahar’s main hospital where Ahmed-jan was taken to, confirmed to the Chicago Tribune that she was shot four times, including once in the head.

She was about 65 years old.

Accounts of the shooting are sketchy, several reports suggesting no one witnessed it. However, one man, identified as Allaudin told Al Jazeera that he saw two men on motorcycles waiting on the road, who attacked Ahmed-jan as she left her house.

A spokesman for the Khandahar governor, Daud Ahmadi confirmed the death and said that Ahmed-jan had died on the spot. An investigation into the attack has begun, and local officials have blamed the Taliban.

Hundreds of men and women, including the Governor Asadullah Khaled were present at Ahmed-jan’s funeral on Monday evening, which took place in Khandahar’s main Shia mosque.

The killing has been strongly condemned by the Afghan President Hamid Karzai as well as aid and human rights organisations in Afghanistan.

Aleem Siddique, a spokesman for the United Nations Assistance Mission in Afghanistan (UNAMA), said that UNAMA was “appalled at the senseless murder” of a woman who was working to ensure a full and equal part in the future of Afghanistan for its women. He added, “We share the sentiment of the majority of Afghan people who are appalled at this killing.”

Abdul Quadar Noorzai, head of the Afghan Independent Human Rights Commission (AIHRC) for the Khandahar region told IRIN News that Ahmed-jan’s death will have a “serious impact on women’s activities in the south where women are already suffering from … the deteriorating security and conservative traditions,”.

Fariba Ahmedi, a woman MP from Khandahar who was present at Ahmed-jan’s funeral told the Associated Press, “The enemy of Afghanistan killed her, but they should know it will not derail women from the path we are on. We will continue on our way,”.

Sonja Bachmann, a U.N. political officer who knew Ahmed-jan well told the New York Times that Ahmed-jan “did a good job, she worked in a very low-key way and worked hard to raise awareness about women’s issues.”

Reuters and Associated Press received phone calls, claiming responsibility for the attacks on behalf of Mullah Sadullah, a regional Taliban commander, but no confirmation of the claim has been possible.

Another caller, who identified himself as Taliban commander Mullah Hayat Khan told Al Jazeera that Ahmed-jan was killed because she worked for the government.

The Taliban-led insurgency has stepped up attacks in recent months, killing hundreds of people this year.

Last week, 19 Afghans working for reconstruction projects in the region were killed after their bus was ambushed.The Governor of Paktia province, a close associate of President Karzai, was killed in a suicide bombing on September 10.

Attacks on schools have also been stepped up. According to the Afghan education ministry, there have been 158 attacks on schools this year, compared to 146 last year. The attacks on schools are believed to be due partly to the Taliban’s opposition to educating girls, as well as a way to undermine the Afghan government and it’s reconstruction efforts.

Twelve suspected militants and two Afghan police officers were reported killed on Monday in separate incidents which also left eight others and a U.S. soldier wounded.

“People are scared, of course,” Ahmad-jan’s co-worker Haidar said, “How can we feel secure when the head of our department is killed in front of her house?”

Maryland State Police have issued an AMBER alert for two teenaged boys who were reportedly abducted in a 2004 black BMW 645 with Maryland temporary tags. According to the Baltimore Sun, the vehicle was later found, but the victims are still missing.

Police say that at 3 a.m. EDT (UTC-4), early Tuesday morning, six armed men wearing masks forced their way into the two-story house. They bound and gagged the residents and when they left at around 11 a.m. they took the two brothers with them.

A relative of the boys witnessed them being led from the house to the BMW car. He began to approach but, according to police, the assailants fired a shot at him and drove away.

Baltimore County police spokesperson, Mike Hill, said that the remaining victims in the house initially refused to give information, though they later gave some information. He said it was not known if any property was stolen from the house.

The boys have been identified as Stephon and Sterling Blackwell. Stephon is described as five feet seven inches and 145 pounds and last seen wearing blue jeans and a gray sweatshirt. Sterling is said to be five feet four inches tall and 150 pounds. He was last seen wearing blue jeans and green hoodie sweatshirt

The police are requesting anybody with information that may help in locating the victims to call (410) 307-2020 or 911. The vehicle tags are Maryland 04350D.

The Communist Party of Nepal (Maoist) chairman Prachanda and Nepal Prime Minister Girija Prasad Koirala resumed the fifth round of peace talks today evening, following a meeting in the presence of UN Secretary General’s representative Ian Martin held on Sunday. The aim of the peace talk was to settle the issue of arms management.

The meeting was held at Baluwatar in Nepal to finalise the political package prepared by the ruling seven-party alliance (SPA) and CPN (Maoist). They tried to narrow down the differences to reach the final conclusion on all the issues.

Prachanda held a meeting with Communist Party of Nepal (Unified Marxist-Leninist) General Secretary, Madhav Kumar Nepal, and leader of the United Leftist Front, Prabhu Narayan Chaudhari, to discuss the political package in the morning before the talks.

The submit meeting was adjourned after six and half hours long talk. It is likely to resume in Tuesday morning.

Prachanda said that he will make his first public address in twenty five year in a mass meeting in Kathmandu this Friday.

A man has died after being involved in a robbery of his shop in West Yorkshire, England. Four youngsters, described as wearing hooded jumpers and tracksuit trousers, raided the Cowcliffe Convenience Store in the town of Huddersfield at approximately 2030 GMT on Saturday.

63-year-old Gurmail Singh sustained head injuries as a result of the robbery. Six witnesses attempted to prevent the youths from exiting the shop but failed, and the teenagers managed to escape with confectionary, cigarettes and money. One witness claimed to see a hammer in posession of one of the offenders, however it is unknown if this was used in the attack.

Singh was taken to Huddersfield Royal Infirmary but died there at approximately 0330 GMT on Sunday. West Yorkshire Police have now launched an investigation into the death of Gurmail Singh. A post-mortem examination is scheduled to take place on Monday to attempt to discover how the shop-owner was killed. West Yorkshire Police are now appealing for witnesses or anyone who has information in relation to this incident to contact them.

On Wednesday, India demonetised ?500 (about US$7.50) and ?1000 notes, announced as a measure to fight corruption, fake notes, and black money. Prime Minister Narendra Modi addressed the Indian citizens late Tuesday, and said 500 and 1000 rupee notes would cease to be legal tender at midnight.

Modi also announced those who failed to change their currency till December 30 can exchange the notes at Reserve Bank of India (RBI)’s office along with a declaration form till March 31. The notes can be exchanged till December 30 at any branch of any bank across India.

By Saturday, Finance Minister Arun Jaitley said demonetised money equivalent to almost US$30 billion was deposited in banks across India. According to estimate, the old notes accounted for 85% of the total money in circulation. New 500 rupee and 2000 rupee notes are to be issued. Modi said RBI would exercise caution from past experience and limit the circulation of large-value notes.

International tourists could purchase up to 5000 rupees using the old notes at airport exchanges till Friday.

A limit was imposed on cash withdrawal; a maximum of 10000 rupees each day, and 20000 rupees each week, can be withdrawn. Moreover, from Thursday (November 10) till November 24, 4000 rupees can be exchanged in the banks and post offices. The amount is credited to the bank account.

Government workers were informed about demonetising when the announcement was made. Modi announced all banks would remain closed for public work on Wednesday.

In the United States, Donald Trump won the 2016 presidential election on Tuesday, immediately after which stock markets dropped globally. Following the US election and demonetising the money, the Indian stock market fell by 1700 points on Wednesday. Sensex lost 1,688.69 points and Nifty lost 111.55 points on the same day. Indian technology sector companies experienced loss. TCS suffered 4.93% loss and Infosys lost 2.74%.

The Indian rupee is also used in the neighbouring countries of Bhutan and Nepal. The border area uses Indian currency for day-to-day transactions. The Royal Monetary Authority of Bhutan (RMA) has announced the exchange of old notes will be facilitated till December 15. RMA governor Dasho Penjore informed Indian news site The Wire, “We do not know exactly how much Indian currency of Rs 500 and Rs 1,000 is in circulation in Bhutan. We will get a better idea after the deadline to deposit their amount”. RMA has 30% of its international exchange reserve in Indian rupees. Nepal Rastra Bank directed all Nepali banks to stop conducting transactions using the Indian rupee.

On Thursday, there were long queues in front of ATMs and banks to exchange the old notes and withdraw money. BBC reported some banks ran out of cash. Police were called to some banks to maintain discipline. Banks were open on Saturday and Sunday for money exchange.

Shops did not accept the old 500 and 1000 rupee notes. Some emphasised cash-less transaction as well. BBC reported some traders and small business owners in Delhi threatened to call a strike as this move affected their business.

eRetail websites like Amazon and Flipkart announced they would not accept the old 500 and 1000 rupee notes on Cash on Delivery orders. Amazon also announced 15% discount on gift cards worth 500 or 1000 rupees.

The government ceased all transactions using the old 500 and 1000 rupee notes before Saturday. But a Wikinews correspondent noticed a jeweler shop accepting the demonetised notes on Saturday. When questioned, the jeweler said they were accepting the old notes only on purchase. When the correspondent, who did not identify as a reporter to the shop owners, said the old 500 and 1000 rupee notes were not legal money, they said they will exchange the notes in a bank since there were 50 days to exchange with a new and legal tender. They refused to exchange old 500 rupee notes with change, asserting the customer needs to buy merchandise from their shop.

A study carried out in the United Kingdom revealed that the life expectancy for men could be reduced by 10–15 years after the age of 50 due to smoking.

The British Medical Journal carried out a study over a time period of 38 years in the United Kingdom which examined the health of 19,000 men aged 40–69. They were examined between 1967–1970. After tracing the history of the men, the survey revealed that smoking, high blood pressure and high cholesterol reduced the life expectancy of men by 10–15 years after they reached the age of 50. The research was published on the BMJ‘s website on Friday.

The researchers from the University of Oxford in England were focussing on smoking, high blood pressure and cholesterol due to the fact that they are the main cardiovascular risk factors. Dr. Robert Clarke from the university said: “We’ve shown that men at age 50 who smoke, have high blood pressure and high cholesterol levels can expect to survive to 74 years of age, while those who have none of these risk factors can expect to live until 83. It is precisely this kind of very prolonged follow-up study that is necessary to get these results — that modest differences in heart risk factors can accurately predict significant differences in life expectancy.”

“The results give people another way of looking at heart disease risk factors that can be understood more readily. If you stop smoking or take measures to deal with high blood pressure or body weight, it will translate into increased life expectancy.”

Surveys show that 40% of applications and resumes submitted are fabricated or misleading in hopes of increasing the applicant’s chances of getting the job. Eighty percent of the information received from personal references is misleading. How do you make a good hiring decision based upon the information you know? Flip a coin. In this article we will provide you with concrete ways to increase the amount of factual information you have available for any applicant in order to make a good hiring decision and increase the likelihood of finding the right person for the job. If implemented correctly, these techniques could decrease your Workers’ Compensation, general liability insurance, and vehicle insurance premiums and increase your reputation in the community. During the application process, require all applicants to provide 3 professional references – not personal references. Personal references tend to be friends, coworkers, and family members who either do not feel comfortable telling the entire truth or have not observed the applicant actually working or know very little about an applicant’s work habits, ethics, etc. I strongly recommend you obtain 3 professional references who have no personal connection to the applicant but can attest to their abilities and employment history. While this will provide a small portion of information you need in total to make a good decision – it will add to whatever else you find out about your potential employee. Next you should require every applicant to interview in person. After 20 minutes of speaking to the applicant face-to-face, you should have a good idea if they are a good fit for your company and the position to be filled. Make sure you ask difficult questions and watch for their response. If possible, give them either a written test or hands-on test. For example, if you are hiring someone that is required to use a computer program like Microsoft Excel, have them complete an exercise on a computer using that program. Be creative. While it may add time to your interview process, view as an investment in your company. I’d rather spend an additional 30 minutes making sure I have the best possible candidate than making a fast decision and hiring a “dud”. After the interview, it’s time to conduct a criminal background check. Believe or not, the majority of companies do no background check at all. They simply accept the word of the applicant concerning their history which is dangerous and it increases the company’s liability dramatically. I’ve been in human resources for over 20 years. I remember 2 brothers that came in together and applied for 2 vacant positions dealing with the public requiring a valid driver license. On paper and in person, they were outstanding candidates and I was ready to hire them both. After I conducted an electronic background check and driver license verification (MVR), I found that both were convicted of felony larceny, safecracking, breaking and entering, and neither had a valid license. Are these people you want representing your company? I would not have known any of this information if I hadn’t checked. We didn’t hire them. Drug screening prior to employment is essential. There are some good laboratories you should be able to find locally that will test your applicants for around $30 – $40 each. It is money well spent. Identifying drug users reduces your liability. Think for a moment what would happen if John is operating one of your vehicles and hits a pedestrian because he likes to smoke marijuana or abuse prescription drugs. That is a lawsuit waiting to happen. Call the professional references we spoke about in the second paragraph. Ask questions that yeild information about how they work, punctuality, trust, need for supervision, and ability to do the work assigned. Listen to what they say about the applicant. Sometimes the best information is what they don’t say. Listen for long pauses as they think how to phrase a response to your question. When you’ve completed the interview, hands-on testing, criminal background check, drug screening, and calling the professional references, you should have a more complete picture of the person applying for your position. You should know if they are right for your organization. Now act. Decide who to hire, contact them and make an offer for employment. You probably are asking yourself “How much does all this cost?” All of this should take about 40 minutes to process which includes interview time. The background check and drug screening should cost anywhere from $50 – $60 for every new hire. I know it seems expensive but you need not spend the money on every applicant – just the one you anticipate hiring. Spending this money upfront is an investment. If you prevent one accident or theft – you’ve profited and your company benefits. Speaker of the U.S. House John Boehner announced yesterday that he would agree to a two-month extension of the payroll tax cut. In an effort to end the impasse between the House and Senate, Boehner told Senate Democratic leader Harry Reid that he would schedule a House vote on the Senate version of the bill that would extend the tax cut, which was due to expire at the end of the year.

Speaker Boehner announced the agreement in a brief statement: “Senator Reid and I have reached an agreement that will ensure taxes do not increase for working families on January 1”. Boehner informed other congressmen of the deal in a conference call yesterday evening.

The House may pass the bill via unanimous consent today, which would not require the presence of all members. Boehner and Reid also agreed to a bipartisan negotiation committee to sort out differences and extend the tax cut for an entire year, a goal recently sought by Republicans in the House.

The extension of the payroll tax cut, which would prevent approximately 160 million Americans from seeing a tax increase in 2012, had already been passed by the Senate last weekend. Earlier yesterday, Senate Republican leader Mitch McConnell joined several other Republican Senators in encouraging the House to pass the extension.

Senate Democratic leader Harry Reid said that once the House acts, he “will be happy to restart the negotiating process to forge a yearlong extension.” At a news conference, Speaker Boehner issued a statement: “We have fought the good fight. Why not do the right thing for the American people even though it’s not exactly what we want.” President Obama also responded to the development in a statement: “This is good news, just in time for the holidays. This is the right thing to do to strengthen our families, grow our economy, and create new jobs. This is real money that will make a real difference in people’s lives.”

The tax cut extension impasse began when the House effectively rejected the Senate-approved version of the bill on Tuesday after being faced with opposition from House Republicans, specifically those associated with the Tea Party movement, who advocated for spending cuts and the controversial Keystone XL oil pipeline.
