In France, workers by the millions stayed at home during the Whit Monday holiday despite the government’s cancellation of the traditional Pentecost public holiday. Some acted in defiance of the government’s decision, while some took leave or were put on forced leave by their employers due to uncertainties of public transportation.

Following the 2003 heat wave, which caused the deaths of an estimated 13,000 elderly people in France, the administration of prime minister Jean-Pierre Raffarin has proposed the suppression of one day of public holiday in order to use the supplemental generated tax for a fund for the caring of the elderly.

Whit Monday was selected because, in normal years, France has several public holidays in May. Furthermore, attendance of religious celebrations is low, so holidays of a religious origin are nowadays generally mere family reunions.

However, the reception of this new working day was mixed. The administration says it promotes solidarity with the elderly. Trade unions and opposition groups argue that the measure is an ill-conceived stunt aimed at hiding the government’s bad handling of the problems of the elderly.

For instance, many remember that in 1956, the government created a tax (the vignette) on motor vehicles, allegedly for funding measures for the elderly. But in 1973, the products of this tax came, as any other tax, into the government’s general fund.

With this measure, the French government intends to raise 2 billion to be donated to a new public establishment, the “national fund for solidarity for autonomy.” The new fund would be chartered to deal with losses of self-sufficiency of elderly or handicapped people. 1.2 billion € are earmarked for elderly people, 0.8 for the handicapped.

Trade unions had called for strikes in urban public transportation and paralyzed traffic in 27 cities, including Clermont-Ferrand, Lille, Montpellier ou Strasbourg. However, SNCF (the national railway operator) did not strike and RATP (the Paris transportation authority) suffered only minor disturbances, though both are normally known for their frequent and disturbing strikes.

SNCF considered the day as a holiday for payroll purposes and instead increased the work day by 1’52”, a measure that majority leader Nicolas Sarkozy considered shocking and contrary to the objectives of the government.

The protests are also widely considered to be motivated by the unpopularity of the administration of president Jacques Chirac and prime minister Jean-Pierre Raffarin. Recent statistics show a five year-high for unemployment at 10.2%.

This discontent may result in a majority of “no” in the vote for the ratification of the Treaty establishing a Constitution for Europe.

Having resisted financial-market pressure for months, Portugal has finally requested an International Monetary Fund (IMF) and European Union bailout.

The emergency loan, believed to total around 75 billion euros, comes three weeks after the country’s prime minister, José Sócrates, resigned following parliamentary rejection of his government’s proposed austerity measures.

Following recent sovereign debt crises in Greece and then Ireland, the Portuguese government’s actions have attracted harsh criticism in the European press. Applauding the request for foreign assistance, Britain’s The Guardian nonetheless lambasts Mr Sócrates for the tardiness of his decision. The British newspaper described Portugal as “the financial-market equivalent of a dead man walking” in an editorial dated April 7.

In Portugal, Público observed that “it will not be easy to accept more austerity, but it will be impossible to accept any more demagoguery, denial of reality, political incompetence or irresponsibility”.

The National Daily noted, however, that the “return of the IMF represents a stinging defeat for Portugal”. Indeed, the political intransigence since Mr Sócrates’s resignation on March 23 was widely viewed as doomed to failure from the outset. The Portguese request, pointed out Spain’s El País, “surprised no-one, but [had] been delayed for political reasons”.

These latest developments will no doubt fuel further criticism of the single currency. In Austria, Vienna’s Der Standard labelled the euro a “deceitful entity”, mocking the claim by European leaders that “States bailed out using taxpayers’ money will be able to repay their debts with restructuring”.

There have been widespread claims that a will to protect the euro has led Brussels to unduly downplay the gravity of the sovereign debt crisis sweeping the continent.

The emergency loan is expected to be delivered before Portuguese elections on June 5.

Tuesday, March 29, 2005A team of Australian surgeons yesterday reattached both hands and one foot to 10-year-old Perth boy, Terry Vo, after a brick wall which collapsed during a game of basketball fell on him, severing the limbs. The wall gave way while Terry performed a slam-dunk, during a game at a friend’s birthday party.

The boy was today awake and smiling, still in some pain but in good spirits and expected to make a full recovery, according to plastic surgeon, Mr Robert Love.

“What we have is parts that are very much alive so the reattached limbs are certainly pink, well perfused and are indeed moving,” Mr Love told reporters today.

“The fact that he is moving his fingers, and of course when he wakes up he will move both fingers and toes, is not a surprise,” Mr Love had said yesterday.

“The question is more the sensory return that he will get in the hand itself and the fine movements he will have in the fingers and the toes, and that will come with time, hopefully. We will assess that over the next 18 months to two years.

“I’m sure that he’ll enjoy a game of basketball in the future.”

The weight and force of the collapse, and the sharp brick edges, resulted in the three limbs being cut through about 7cm above the wrists and ankle.

Terry’s father Tan said of his only child, the injuries were terrible, “I was scared to look at him, a horrible thing.”

The hands and foot were placed in an ice-filled Esky and rushed to hospital with the boy, where three teams of medical experts were assembled, and he was given a blood transfusion after experiencing massive blood loss. Eight hours of complex micro-surgery on Saturday night were followed by a further two hours of skin grafts yesterday.

“What he will lose because it was such a large zone of traumatised skin and muscle and so on, he will lose some of the skin so he’ll certainly require lots of further surgery regardless of whether the skin survives,” said Mr Love said today.

The boy was kept unconscious under anaesthetic between the two procedures. In an interview yesterday, Mr Love explained why:

“He could have actually been woken up the next day. Because we were intending to take him back to theatre for a second look, to look at the traumatised skin flaps, to close more of his wounds and to do split skin grafting, it was felt the best thing to do would be to keep him stable and to keep him anaesthetised.”

Professor Wayne Morrison, director of the respected Bernard O’Brien Institute of Microsurgery and head of plastic and hand surgery at Melbourne’s St Vincent’s Hospital, said he believed the operation to be a world first.

It is little wonder that we are all looking for the secrets to paying off our credit card debts. We make our monthly payment and then find that we paid more in interest than the amount that was reduced off our outstanding balance. Frightening isnt it!

When you look closely at your credit card statement you will see that the interest rates are somewhere between 0% and 27% per year depending on the provider. The average card is generally around the 17% +/-mark.

The secrets to paying off your credit card debts are:-

1. Credit card consolidation is the solution of last resort unless it is the only option available to you due to the lack of your disposable income.

2. Shop around for a credit card provider who offers a 0% credit card deal for the longest period of time. The normal offer is for 9 months or 12 months. Check the providers transfer fees for moving your balance to them and see if you can find a provider with either a lower fee or even better no transfer fee. Make sure that you move the balance to another card at the end of the 0% deal. If you dont then you will certainly go on their worst interest rate deal. Dont try and arrange too many 0% deals in the same month as you could find yourself being turned down. Just move one or two cards every other month.

3. It is also worth considering a credit card with a low interest rate for the term of the balance. But dont spend any money on it as the interest rate for new purchases will be exorbitantly higher.

4. If you are paying any Payment protection Insurance then you must see if you can find a cheaper policy to cover all your outstanding cards elsewhere. You should cover yourself for accident, sickness and redundancy with the same cover or better. Then cancel the credit card protection insurance from your credit card.

5. Move all of your credit card balances to better interest rate deals. Make sure that you move all you highest interest rates onto the lowest interest rate deals first.

6. Dont forget you can always ring up your credit card provider and ask what deals they have. It might be a better deal then you are currently on and any deal that is lower than you are paying now is better.

7. Now you have rearranged your credit cards you should start paying as much as you can comfortably afford off the highest interest rate cards first and the minimum allowed off the interest only cards. Get the highest interest rate cards down as quick as you can. Keep moving those cards to the next best interest rate deal as soon as the last deal finishes until all your credit cards have a ZERO balance.

8. Once you have cleared a credit card balance completely then cancel the card and move the money you were spending on the card you cancelled to the next card and watch as your balances just fall away.

9. Start using your debit cards instead of your credit cards and you will find that this will curb your passion to spend on plastic. You will go overdrawn in your bank account if you have not got enough money to cover your purchases. The bank will charge you an overdrawn charge of around 20 to 37 and you will quickly realise that you can only spend what you can afford.

10. When you have a Zero balance and one credit card left you need to reward yourself you have earned it! What a Result! Congratulations

Now that you are debt free and in control of your finances you may like to try this. You have now qualified as a Master Credit Card Tart. Apply for a 0% credit card. Then withdraw the full amount of credit they have given you and buy National Premium Bonds. Pay the minimum monthly payment allowed. At the end of the 0% deal move the balance to the next 0% deal and so on. Here is the best bit it will never cost you anything and all the winnings are tax-free and all yours courteous of the credit card company. You may just be one of the two lucky 1million Winners that they announce each month. What a flexible friend you now have!

The eleventh secret is you could contact Finance Claims Checker and let them see if your credit card agreements are invalid and unenforceable in law. If they are then they may be able to have your credit card balances written off using their solicitors and the legal loopholes in the Consumer Credit Act 1974.

Journalist, counselor, painter, and US 2012 Presidential candidate Joe Schriner of Cleveland, Ohio took some time to discuss his campaign with Wikinews in an interview.

Schriner previously ran for president in 2000, 2004, and 2008, but failed to gain much traction in the races. He announced his candidacy for the 2012 race immediately following the 2008 election. Schriner refers to himself as the “Average Joe” candidate, and advocates a pro-life and pro-environmentalist platform. He has been the subject of numerous newspaper articles, and has published public policy papers exploring solutions to American issues.

The source of a recent outbreak of foot-and-mouth disease in Surrey, UK has been discovered by investigators at the Pirbright laboratory where investigations began in August. The Health and Safety Executive informed the BBC that they had pinpointed the source to possible biosecurity lapses in a pipe near the laboratory. It is thought that the pipe, which runs between the site and a government-run laboratory, may have been damaged by tree roots.

Recent flooding in the area may have brought the virus to the surface, but it is not yet known how the virus arrived on nearby farmland. The Health and Safety Executive, however, confirmed that vehicles from the Pirbright laboratory had used a road adjoining to the farmland where the outbreak was found.

Neither Merial, the pharmaceutical company who own the Pirbright laboratory, or the government have claimed ownership of the pipe, but Merial have refused to comment before a full report has been published.

What do you think of some of the biggest challenges that people face? That people just eat food, its not prepared with love, its processed? Is that the biggest challenge that people face from staying healthy?

Dr. Grace:

Its one of the biggest challenges, yes. Food that you buy and eat out of the box is no longer food. You know, we need to eat live today alive. When you eat something dead, how can you turn something dead into life? I dont get it.

So we eat dead stuff. We eat dead stuff, we eat fat, we eat without paying attention to what we are eating, we dont share the food that we eat okay? And so because we take away all these pleasures that surround the ritual of eating we concentrate just, we concentrate is a figurative term here, because we dont really concentrate when we eat. We eat unconsciously.

So we keep eating and eating and eating and just stuffing our body with food and then the only gratification that were most likely to get is this fixation from having eaten. Sometimes we dont even remember what we ate. Sometimes we dont even pay attention to how many times we chewed of what we ate. Wouldnt you agree?

Kevin:

Yes.

Dr. Grace:

We eat very, very fast and then what does this do to us? It taxes the body and we eat fast and, again, you see, you may eat very healthy food. You may eat just the raw food or just organic or just vegan or just I dont know you name it. I mean theres just so much, the technology and the of good, healthy food is so advanced today that every day we come up with a new brand or a new department of good, healthy food. I dont care what kind of food we eat, but we may eat it very fast.

If we slow down a little bit and start paying attention to how we eat, how we eat is the first one, our behavior around eating. Then were going to start paying attention to what we eat. We need time to pay attention, we need time and space to pay attention to what it is that were eating.

Kevin:

Right.

Dr. Grace:

I really think that in order for us to become conscious of what we eat, we first need to pay attention how we eat it.

And then we will realize that when we sit down and we eat, I dont know, and the 30 ounce sirloin steak…

Kevin:

Oh gosh.

Dr. Grace:

…at 10:30 pm and then try to go sleep and we need to eat, we need to take pills…

Kevin:

Sure, enzymes and everything else.

Dr. Grace:

So we need to 5 or 6 of them and about, I dont know, 3 or 4 glasses of Alka-Seltzer and then walk up and down and then we need god knows what else to fall asleep and we think all this is stress. Well, its maybe stress, but not all of it may be stress from the office or stress from the boss. A lot of it is actual stress from the steak, you know, that is trying to be digested by our stomach which is working overtime while we, the rest of the body, needs to rest.

Kevin:

Yes.

Dr. Grace:

You see? When we sleep our bodies shut down. So what that this does, that the stomach should be relatively empty or free from heavy food okay? So if we slow down, though, and paid attention to all this process then perhaps that sirloin steak might be eaten with less frequency or a little earlier in the day.

Kevin:

Yes.

Dr. Grace:

So Im not saying stop eating meat, Im not saying this because I can not force people to completely change their food habits because I believe that, you know, such and such is better than other, but what I firmly believe again and Ill say it again is that if people change the way they eat then the food they eat would be reconsidered and they would also change the food they eat as well.

Im talking about what do we watch on Food Network that makes us salivate every time?

Kevin:

Yes.

Dr. Grace:

We sit in front of the TV and we watch the Food Network for hours and we say, You know what? I love this channel and Ive asked thousands of people, Why do you love this channel? They say, Look at they prepare this food. Its just fantastic. Well, what I am saying is turn your own kitchen into Emerils kitchen. Be your own Emeril. Be your own Rachel Ray. You can. Buy the ingredients, buy the baking sheet, buy the pots, buy the pans and start cooking. The satisfaction that youre going to get is amazing. Its phenomenal. It will change your whole outlook on food. You will learn a lot more how to pick the right ingredients. You will learn a lot more about the difference between organic vegetables. You will learn how to pick free ranged chicken from hormone fed chicken. You will, that is where you really, really learn the difference. Not by reading just books or watching TV shows.

Kevin:

And heres the big objection: I dont have time. What…

Dr. Grace:

But you have time to watch TV. I ask people, How many hours of TV do you watch a week? And its incredible. If we count the hours that we watch TV. If we could cut them in half we could still have time to cook.

Kevin:

Sure.

Dr. Grace:

Okay? And even zapping through channels is a time-consuming or what about the internet surfing? What about people reading recipes on the internet? Thats another secret addiction, you know? They search for recipes and then they go from one recipe to another and one recipe to another or they collect recipes. All that takes time. Well, what Im here to say to you people is, okay, pick one of those recipes and cook it. Make it happen. Make it happen. Bring it to work. Share it with people. It will give you enormous satisfaction. Even the feedback that youre going to get from some people, they will say, You know what? I like it. Some other people will say, Well, it needs a little bit more, I dont know, sugar or salt or less of this or more of that. This builds community. This builds friendship. This is why people love watching Chocolate for example, the movie. Where we have a character who moves into this little village with her daughter and shes a chocolate baker and she makes fantastic recipes using chocolate and the movie shows how this woman heals an entire community just by teaching them how to make chocolate cakes.

We yearn for this healing. We yearn for this love that we see that is shared among those people on big screen. You are the director of your movie and that is your life. So make the banquet. Prepare the banquet. Its not difficult. Its really easy and its a lot of fun. That is how you are going to feel active and engaged in your own life. In one very, very, very significant aspect of your life which is your eating. We live, if you think about it, Kevin, I mean thats the bottom line here. If we dont eat, we dont stay alive.

Kevin:

Thats a fact of life.

Dr. Grace:

Okay, and isnt that the bottom line?

Kevin:

You say pick one recipe and it sounds so easy and I work with a bunch of people and I say, Pick one exercise or you know even in the success field is just pick one route and go for it. Though, that really, for some people its very difficult to make a decision. You know, you have hundreds of recipes. Its almost like its easier to collect a hundred of them than actually make one. What do you say then?

Dr. Grace:

Yes, well, I have to say a couple of things. First of all, we live in a culture of accumulation here. We think that accumulating material objects equals abundance. We have our pantries are always overstuffed, but and we order takeout. I mean, what is that? I think we, personal growth and self-fulfillment and self-actualization always implies, thats the whole idea of the hero is journey by the way, always implies that we have to question the culture. At a certain point we do have to go against the cultural demands to carve our path in life. To carve our heros path.

So the culture says that you must have stuffed cabinets and you must have 12 shelves full of cookbooks and about 1300 handwritten recipes, okay? But brand new pans and pots and never used pots and pans in your kitchen, okay? We have to reverse this and start using our pots and pans and its okay if we have 12 recipes and not 1200 recipes, but we use them all. We can make the first step right now. We can pick one recipe. The one that weve always wanted and it does not have to be complicated. I love cooking meals that take less than 20 minutes to prepare.

Kevin:

Sure.

Dr. Grace:

We have all sitcoms are about 20, 25 minutes okay? Or series. Sex and the City, I mean, minus the commercials, is about 20 minutes. Thats it. Thats as long as we can stay with a ritual. So pick something that takes anywhere between 20 and 30 minutes and once you love it then go through the next recipe and then to the next .

Now let me give you an example about how I practice what I preach in my own life. I am currently going through a rather big transition and I just moved from a very functional and small apartment in New York City to a 4 bedroom house in on the shore of New Jersey. The house is empty for now because its a renovation and work I have an empty fridge. So what did I do yesterday? I went to the store and I was really hungry and I had a choice of buying something and eating it on the spot or buying something that I could prepare.

So I bought ham and cheese and whole grain bread and I went to my car and I opened it up and I made a sandwich. Right next to my car there was another car with a guy who looked at me through the window and he was holding a huge bag of chips. So as I was making a sandwich for myself he was opening the bag of chips and he looks at me and laughs. We look at each other and we both say with one word, Were hungry, hey.

Kevin:

Okay.

Dr. Grace:

Now, what was the difference, though, between us? I was not eating chips out of a bag. It was something almost automatic for me to buy something that I could create a ritual out of alright? My ritual was to make my own sandwich because I took time. The few minutes that it took for me it was my food, it was my ritual and I opened a little napkin and I ate it and this is what I do.

Fitness model Andre Barnett of Poughkeepsie, New York won the presidential nomination of the Reform Party of the United States at its national convention in Philadelphia last weekend. Consultant Kenneth Cross was selected as his running mate.

Barnett, who founded the company WiseDome, became a fitness model after suffering an injury in a 2000 helicopter incident while serving in the U.S. Army. He participated in last January’s Wikinews Reform Party USA presidential candidates forum, along with then-candidates former Savannah State football coach Robby Wells and Earth Intelligence Network CEO Robert David Steele.

Both Wells and Steele withdrew long before the convention as did others who later announced their candidacies, notably former Louisiana governor Buddy Roemer and former Council of Economic Advisers Senior Economist Laurence Kotlikoff. As Wikinews reported in June, historian Darcy Richardson also sought the nomination, but he tells Wikinews that he did not attend the convention and withdrew from the race in July, “once it became clear the party wasn’t going to qualify for the ballot in Arkansas, New Jersey and a few of the other relatively easy states.”

Two other candidates — Cross, who later won the vice presidential nomination, and Dow Chemical worker Edward Chlapowski — attended the convention, where they debated Barnett before the delegate vote.

In his acceptance speech, Barnett referred to the Reform Party as “the microcosm of America”, and proclaimed that as the party’s nominee, he would not focus on social issues that “[belong] outside of politics”, but instead would center his campaign on the economy, defense, and education.

The Reform Party currently has ballot access in four states: Florida, Louisiana, Mississippi, and Kansas; but in June, the disaffiliated Kansas Reform Party chose to nominate 2008 Constitution Party presidential nominee Chuck Baldwin.

While this wasn’t Interview with the Vampire, getting a live interview with Jimmy Wales of the Wikimedia Foundation is requiring more work and planning than ever. Four contributors to four different Wikinews language editions (with Swedish, Netherlands, and Polish) arranged to interview “Jimbo” in the Wikinews IRC channel, squeezed in before interviews with a periodical and a cable news source.
